The hugely popular Proposition 13 has had a cascade of unintended consequences. "Hugely popular"--what a sick joke. Half or more of the state would uninhabitable without massive government support. How do they think millions of people survive in a desert? A gift from God? Their rugged individualism? We live in insane, mindless times.
