Here's what I'm talkin' about. First Cal spends almost 40 years working on energy, largely without federal help. Now we get to spend the next 40 years paying the bills for all the states who wouldn't do it until it became too late.

As much of the rest of the nation focuses on improving energy efficiency in both residential and commercial buildings, Southern states are poised to use more energy over the next 20 years.
