We were importing very little oil then but it still caused big gas lines that the country had not experienced since WWII.

Those gas lines where largely a result of price controls.

As for gas lines in WWII, perhaps they existed right at the beginning, mainly what was done in WWII was rationing with coupons, not long lines.
