90%, at least. You really think all those government employees with their pension obligations is less than 10% of the problem? You're the expert as I don't live there but the idea of a limited property tax so people aren't taxed out of their homes I think is a worthy idea. Why should old farts be forced out of their homes after living there a lifetime and putting their energies into improving the property?
