Nowadays, there are United Nations rulz which overlay a sort of regulatory agreement based on the World War II Victors Club which has been expanded into a larger bureaucracy with a hopeless constitution. Iran is threatening to attack and obliterate Israel. It would be quite reasonable for Israel to demand unconditional surrender of Iran forthwith, occupy it and turn it into a province of Israel. If unconditional surrender is not forthcoming within, let's say, ummm, 48 hours, then in one week, Tehran would be removed and it would be advisable for the population to evacuate.
