It seems to me, it would be a very poor business practice to cause a supplier to expend resources needlessly, string them along, on a competition which is already over. Particularly, when it is the biggest supplier and almost the sole supplier for some of your critical tools."

It could be a new fab where only the winners were told via POs but for competitive reasons the fabs don't want to let out who won the order for the most advanced processes. Lam might get the order early (before a decision deadline) with a requirement to not say who it is for and an agreement they can deliver... and the others will learn when the deadline comes and they are told they will not get the order AFTER Lam agrees to meet the delivery requirements.
