You are missing a rather important point.

These chips don't just get used to run Windoze '95. Ever since the 80386, they have been capable of multi-user operation. The architecture designers went to considerable effort to design in virtual memory, a supervisor mode, etc. so that individual users can't crash other users' processes, or the whole machine. That guarantee is now null and void. You can argue that the guarantee isn't important anyway, but in that case, Intel certainly did an awful lot of work to develop something that isn't important.
