I believe it. Quite consistent with Fed behavior on previous occasions.

Tough to eat the Fed will destroy the country to save the banksters, eh?

Now, how Mr Market reacts to this is another question, but most
likely it will celebrate, even though this is an explicit admission of
bankruptcy of the country.
