It will depend on what sort of legislation works it was out of congress. Given the present prospective lineup, it's likely to be a mess. The Reps will insist on making the cuts permanent; the Dems will be divided. But, should they wish, will be able to keep some legislation from getting to the floor of the senate. Hard to say what will happen.
