Not really. The fed can always dump money in to the economy in all sorts of ways, not just the traditional one of lowering short term rates. Whether the fed thinks doing so is a good idea, and whether its actually a good idea, are two additional questions. Perhaps the fed won't use those methods. Perhaps it shouldn't use those methods. But they are exist. Near zero short term interest rates doesn't imply no more weapons for the fed to use.
