You shouldn't assume any newspapers in TX are conservative. The Houston Chronicle sure isn't.

FYI, the TX legislature sets budgets in two year increments since the legislature only meets in regular* session for a maximum of 140 days in odd numbered years. The next legislature will meet next January. At that time, the state comptroller will produce an estimate of revenues for the next two years. If the state comptroller estimates there won't be revenue to cover the spending the legislature passes, the spending bill is automatically sent back to the legislature and spending over the comptrollers revenue estimate can only be approved by a 4/5 vote. They can't spend more than the comptrollers estimate under the TX constitution. The state has $9B in a "rainy day" fund, but it takes a 2/3 vote to spend from that.

*The governor can call special sessions for up to 30 days, but I think they can only deal with issues named when the special session was called.

Oh, btw TX legislators earn a salary of $14,400 over their two year terms.
