The people you mention were very afraid of a powerful government and did everything they could think of to limit any concentration of power. Steve, Sam didn't mention Alexander Hamilton but he was certainly a part of any group that would have included Washington. As were the Federalists. As you may know, there were intense disagreements about the quote unquote founding fathers as to just how strong the federal government should be.
