I said "sea lanes", not "sea lanes to the Persian Gulf". Most of the spending that is connected to the later, is really spending on the former. Most of the spending is on the capabilities, including capabilities to deal with situations that may not happen. Once you remove that vast majority of the spending, you don't have trillions left.
