The left is always wanting to slash the defense budget. I say fine, and let the slashing occur with the civilian bureaucratic workforce in DOD.

Some years ago, I was discussing with a friend in the Navy (he eventually retired as a 3 star after a Fleet Command) the possibility of cutting the defense budget by about 20 to 25 percent without weakening the military. His response "Probably, but only if Congress had absolutely no say in how the money is spent."
