One approach GOP House could take is to eliminate deductibility of state, local and real estate taxes. Surely, it is a tax increase, but targeted one. Targeting high tax places, that are heavily Dem.

They could come up with a way to make it "revenue neutral", buy, say, eliminating marriage penalty, AMT tax etc.
