That's probably the most fair way of doing it.

Or just freeze the total budget, then allocate within that dollar amount. Choosing priorities is the key toward proper budgeting. Just like most of us have to do. For example, if SS needs to be increased, pay for it by reducing defense spending. Or vice-versa.

I never said anything about the "rich." You're the one who keeps bringing them up.
