Clinton wanted to spend like heck until the voters voted in Republican Congress and their contract with America in 1994. Clinton had to move to the center. They even did welfare reform.

Then in the last couple years of Clintons regime he started laying the groundwork for the real estate bubble Bush was more than happy to brag about.

Bush never vetoed a spending bill and extended the countries wallet accross the aisle.

Somehow they have to bring back a Newt like contract.
