when we check the administrative costs of medicare do we include the 600 billion of fraud waste and abuse that is well documented for many years now, or do we just forget about it?

I don't know what the administrative costs are but I live in Baltimore near the main social security administration and the waste and mismanagement is significant. I know too many people who work there to be persuaded that the operation is efficient.

John I don't know what you do for a living, but if you have any dealings with any government agency, you would know they are rife with waste, fraud and incompetence.

Despite this, there are those who want to give them more money and responsibility. Sort of like turning over the operation of my business to my worthless Brother in Law who has screwed up every thing he ever touched in his life. (I have no such brother-in-law, but many of us do.)
