spending has been bouncing around oh 19-21% of GDP since the end WWII.

Well according to this chart, government spending per GDP has doubled since the late 40s. There are spikes during WWI and WWII but for most of the last century the curve has been on the rise with each passing decade. (aside from the 1990s were there was a drop of a few percentage points...) It is now running at 45% of GDP.
