The Treasury market is very liquied , so China and Japan could sell their holdings but this would reduce the amount they get below their cost probably if they did so in a hurry. And what would they do with the $1.5 T of cash deposits they would get. The reason they have so many treasuries now is that they have had to put their excess dollars from trade somewhere and have chosen treasuries for a lot of it. Although they seem to like to invest in commodities and natural recourse companies now a days.
