I am not sure a graduation rate is a meaningful standard. I believe if you are going to rate educational systems scores on standardized tests are more germane. What good is a diploma, unless it means you have accomplished something. When I hire people our minimum requirement is HS education. We almost immediately disqualify 80% for lack of basic skills. According to our governor Maryland has the best schools in America. God are we in trouble. lj lj
