It's a very poor and unwise country that does not try to have some influence on keeping it's food supply independent as possible. And sure the government makes a mess out of it from an efficiency & rationality standpoint just like every other thing they touch.

Many of your urban folks don't much more about agriculture than to think food comes from the grocery store...your dependence and lack of knowledge will cost you folks dearly at some point in the future.
