I expect the issue is copyright, and that would come from the video poster, who does not want the video served outside the US for what ever reason (like they already sold the Asian/European rights or something), not the "USA internet police". I sometimes get this on music videos. You could use a proxy/VPN.... wikihow.com Before trying any of these services, Google the urls to see if there have been problems with the sites.
