It mostly belongs to the voters, to tell the truth. We're stupid.

First we limit taxes and make it impossible to even pass a budget cuz of 2/3 requirement (got rid of that in Nov).

Then we pass a bunch of initiatives saying "Education/parks/cops gets 10% of the budget,....Doesn't work out well, and nicely shifts the blame to pols who are sort of along for the ride. All they do is pass the budget 3 months late. They did raid pension funds to keep schools open, I think.
