Blacks and Hispanics are disproportionately in the half that pays no state and federal income taxes.

Careful.

You are letting your racist tendencies get pretty close to the surface.

The only people who do not pay state or federal income taxes are folks who somehow escape withholding.

Those who do have taxes withheld, are paying taxes.

If they are sufficiently poor, they may get their withheld taxes refunded if they file.

If you are a Hispanic not here legally, and have an employer who follows the law and requires a "Social Security" number you probably do not file a tax return and your payments to the treasury and phony Social Security number are never claimed.

Hence you actually pay more in taxes and into a retirement system against which you can never claim.
