Social development rides on top of wealth.

The more wealth, the more a country can develop its social fabric.

Wealth country= benevolent
Poor country= malevolent

The degree of benevolence and malevolence depends on the degree of wealth.

Compare middle ages with today. Then, the governing powers had to be very Harsh to keep the unwashed hungry people in line to keep a productive society.

Note that on top of the free rein to let out the wip on the back of its constituencies, they had on their side the clerum tell the unwashed hungry to behave because they were going to inherit the kingdom of heavens.

The benevolence of a governing power depend on how much is has to allow his survival at an rate they deem adequate

Thus you notice that starting 1960 the US became benevolent to its poor as it gorged on te profits of being a giant economic power. (See Great Society)

As it loses its capacity to dole out benevolence, (see Great Unwinding) the US is going to get tough on the soo to be poor people.
