If I was in charge of Immigration Canada I would import as many Chinese as possible. The Chinese historically have been good citizens, know how to run a successful business, work hard and don't break the law. Historically Chinese labour built the railways, railway hotels, roads, ran restaurants and laundries. I guess what I'm trying to say is you don't need to educate them to stay alive or waste a lot of time and money teaching them the tools of survival as they come programmed. Unfortunately the people running Immigration Canada have no idea about history or work and would need to be educated themselves.
