Nope.

I was talking about tolerating huge (and growing) structural deficits... and *that* particular change was well underway by Reagan's second term.

(But perhaps DID NOT achieve a solid political plurality behind it until the Bush II years, although the strength of that 'deficits don't matter' movement had been increasing for years already by that time....)
