I agree with your premises but reject a eugenics and genetic engineering component of the solution for that raises the specter of just who will make such decisions -- Soros, Obama, Van Jones, Pilosi, Frank, Moore, Putin? I bet they all believe themselves qualified to make such choices of the rest of us. Don't you think a "natural selection" type model may be preferable -- why not let the scum skim themselves from the gene pool? Legalizing drugs across the board would filter out more than a few for example.
