Let me take your two questions in reverse order

It means they did this at least.
1) Does is mean to say that BD supervised the procedure from start to finish
It may, or may not. BD could have reviewed the procedure on paper only, and made recommendations which were agreed to, and that's it. Or, BD could have actually watched how things were done, and made recommendations, and then watched again to ensure they were, in fact, implemented. Or, they could have reviewed the procedures on paper, and then watched the procedure with the recommendations implemented to ensure that they were, in fact, employed. I think they did at least this third scenario, because of the reference to verification in the last sentence.
BTW, I just read Karl's post, and I agree that whatever the above is, it does not pertain to the COC we are currently waiting for a report on, which I understand was BD going out to the desert, digging up a sample, processing it, and sending it out for assays, as opposed to watching IPM do same and making recommendations about security procedures.
