I have a hard time seeing why they apply to European integrated only and not to NA counterparts.

Well, it looks to me that NA supermajors are also unloved compared to pure E&Ps. They are a bit more expensive than TOT and E, probably because people believe they know more about them and their regulatory climate. Still, on absolute level something like CVX is cheap.
