Let's go back one step in our seeking after truth. Before the migrant gets to the Hong Kong side of the border with China, [which is apparently a different place], would they be allowed to depart freely from China? <Can any Chinese in China just walk over the border into Hong Kong and start living there?> I had noticed my question was ambiguous in multiple ways and I wondered which of the options you would answer. I see you chose the one which I guessed you would choose. So let's have another go at it. Would they be allowed to walk over the border into Tibet and from Tibet over the border to freedom? They could then get a boat to Hong Kong with $millions, to arrive and set up their world HQ there. My original seeking of truth was not so much whether they could go to Hong Kong as leave China.
