Let's see . . . the Fed's mandate is, in part, to achieve full employment; it does so by providing cheap money, which doesn't create new jobs, but does create a wealth effect among those who have jobs.

So yes, employment isn't a necessary component to the wealth effect. But the mandate language sounds good.
