Which is why so much hinges on encouraging a good education and the ability to think clearly. Remember the opposite end of this spectrum was the infamous period of complete ignorance with only the priests and the kings (equally sharing power) having access to the scrolls of learning. Without education people will just chew the cud and turn when they hit a fence...
