A Democratic President's base is the 20% of the Independents, 25% of Democrats and about 7% of the Republicans.

For a Republican President reverse the numbers for Repubs and Dems and keep the Independents the same.

That should explain the 52-48 percent result for the Presidential elections in general.

For Obama's (or say Democrats) election the remaining 15% of the Democrats are the extreme or fringe or "professional left" folks. They are folks who are the self-appointed "Obama base folks." Very similar to the tea party folks on the Republican side. Obama can afford to lose them and still get 52% if not more if he gets more Republicans to vote for him. I believe he is taking Bill Clinton's advice.
