Why not? There are no Earthly reasons not to engage in the practices you describe. For example, the practical benefits to non-prisoners who experiment on prisoners are well documented. The reasons not to allow such things reach beyond practical cost and benefit, extending into a nobility of soul. If you’re inclined against the notion (nobility of soul), then you are apt to slide along any interests or trends which appear to benefit you and your camp regardless of the impact on those on the outside. So, from time to time we have denied the personhood of various types of people based on sex, race, age, or creed... rendering such types as objects unworthy of consideration on an equal basis. To the extent which we can empathize with how some action we may be able to legitimize on base practicalities effects another, we are able to realize our love for our fellow human beings, especially for someone we see suffering.
