LTG and others uncovered what could be a new consensus among the players that will allow an issuance of an air permit while a sw permit is independently pursued. So imo there are no nefarious plots afoot, no government incompetence (in fact all the DEC players seemed to be genuinely interested in doing the right thing), or corporate conspiracy. It is a natural permitting process for a new concept.
