I have trouble with a yes or no answer because I don't think that the government belongs in the marriage business, either. <g> But since it is, I don't see why there should be any criteria for a civil marriage contract different from those of any other contract. Religious marriages, OTOH, would likely be proscribed for incestuous couples.

Okay, mark you down for civil marriages for fathers-daughters. You just found the great estate tax dodge.

Not that limited. I think laws need to reflect the moral values of the underlying society. Tear down those moral values and there's no way you're going to have anything like the society libertarians fantasize about.

As a practical matter, how many incestuous couples would press to marry given that most non-incestuous couples don't marry? And if they really wanted to marry, they could lie and do it anyway or just pretend to be married. This is a low volume, low impact matter.

Today, yes. Let the government teach a generation to have no values, then all kinds of weird things can become more normalized.
