But raising tax rates IS your concern. Even though you say rich people don't really pay those rates.

Now as for my beliefs, there are people who will pay the 39% rate .... those just affluant enough to have a high income ... maybe just for a few years .... but not affluant enough to restructure their affairs to convert ordinary income into something less highly taxed.
