In support of the COW in Iraq, it was effective and not necessarily counterproductive in many ways. Civil defence people get little training so when disaster strikes, they are often flat-footed such in when Katrina hit New Orleans. Such conflagrations as in Iraq and Afghanistan also show the need for effective supranational civilisation to avoid such horrific outcomes by sensible international agreements. A revamped and enhanced United Nations for example could fulfill the original purpose rather than the wishy washy ineffectual horrors of Yugoslavia and Rwanda. Most Iraqis were apparently pleased to have Saddam removed. You are normally in favour of revolution and revolution from the outside in is as effective in zero-state reset as from the inside out.
