There is little opposition to the welfare state in Europe. I think the main reason is that the poor participate in its financing via a hefty VAT.

Interesting point. I've always assumed that was based more on tradition; that is it's simply a part of the woodwork by now. One couldn't institute it in the present atmosphere.
