Concur with this.. any government assistance program is best implemented at the local level, but with Federal oversight and local ombudsmen.

There are many cases where workfare is difficult to implement. But at least the recipient should be required to engage in re-training programs. If the taxpayers are forced to give out money, there should be an ROI involved that benefits society.

And it's important for the recipient to maintain their self-esteem. Very few reputable individuals want to be on the "dole". They would rather have a job and a vision for bettering themselves, if only for their family.

Of course, there are those who just want to live on the efforts of others, but that's what workfare is designed to ferret out.
