The government is secular as per separation of religion and state. The government is separated in this respect from elements of society which are non-secular by the separation condition of the first amendment. Your use of the term 'inextricably entangled' appears to dismiss the very defining term, 'separation.'

"A state/society (the two are inextricably entangled) is either secular or it is an ecclesiarchy."

Here you have combined state and society essentially over ruling the term separation, which nullifies your position, since no such entangled assumption exists in this case. According to delaration of constitional law, entanglement in this context may not to be established.

Society may be viewed as one thing under certain contexts. However, the state is not inseparable from society altogether as segments of society are non-secular, even the entire non-governmental aspect of society could be separated according to the terms of the first amendment. Or you could look at it as aspects of society (that part which is separated from state) can be non-secular. So you can and we do have society within the makeup of USA which is non-secular, and society as a whole can be qualified as separated in this way since non-belief is non existent. Atheism is as much a belief as any other belief.
