The government is separate with respect to the society and its constituent member beliefs. You are free to have personal convictions which suit you: believe you are a free thinker, or there is a God, or God like authority, or that existence is only a virtual reality, or that there is nothing to explain existence but scientific phenomenon, or that all belief systems are false which leaves you with a personal belief system about all the rest, or some combination there of. So you have both a secular government and a non-secular social system of liberty, which are separable and by law must be separate.
