The middle and lower class should pay taxes - no one should pay zero - paying zero creates a dependant class that will forever vote themselves benefits at the expense of those that pay taxes. I'd support a flat 10% tax rate for everyone with very limited deductions.

You have to pay some taxes and have some skin in the game.

Alternatively - if you pay zero taxes - you can't vote in how they are spent. :-)
