No matter the identity of the buyer, the war on banned substances keeps prices high, which keeps violent gangs in business. Just ask Al Capone. Bootleggers largely went out of business when the 21st Amendment repealed Prohibition.

But nobody wants to change the U.S. drug policy, so we just keep on pursuing the unwinnable war ... which started in the Nixon administration. Almost 40 years later, we are not even close to "winning."
