An ETF - JJC - tracks a copper index. JPM is supposedly about to offer a physical ETF. There is also a copper miners ETF - COPX.

And at the risk of being branded a heretic, it seems that the copper miners ETF, in existence for about six months, has crushed gold as well as GDX and GDXJ.
