No mud slinging. Just observation. You work in the private sector as an engineer or something, right? Anyway... Suppose layoffs are necessary. Who makes that decision? Upper management with seniority, upper engineers etc. Who they gonna lay off? Guys at the lower end. Are they going to take a pay/pension cut so the lower guys can stay? Not likely. Then factor in the bubble and bubble pay. They will wall themselves in to protect that. We have county commissioners here with $400k war chests and 6k/mo pensions for what was supposed to be a part time job. Will they give that up so some lower worker won't be laid off. Forget it.
