Suppose layoffs are necessary. Who makes that decision? Upper management with seniority, upper engineers etc. Who they gonna lay off? Guys at the lower end. Are they going to take a pay/pension cut so the lower guys can stay? Not likely. Too cynical jim... I have been involved in the process a number of times, in multiple companies, as a manager and employee, and have never seen the methodical abuse you suggest. There were always rules, and as managers, we always tried to protect the best people...after all we still had a mission to fulfill. Al
