Surplus labor will not go without a fight.

"The choices are pretty straight forward." AND STARK:

"Reduce the surplus labor by war, disease and starvation, or take care of your population by distributing the wealth."

To make this a workeable system is the challenge.

Surplus labor always migrated: Thta because we had the New World unpopulated.

Now we have people already everywhere.

Class warfare will ensue.
